Chamber Happy Hour is an informal meet up where attendees can exchange ideas, talk shop and expand their networks. Turn it into your own office hours by inviting that person you have been emailing , and turn it into an in-person meeting. If you have meaning to set up time with Chamber Staff, you will meet them there.
